These words come from a speech President Dwight David Eisenhower gave on Flag Day in 1954.  Civil religion in all its glory . . .

That sounds like a statement by someone who is outside looking in who sees religion as a means rather than an end in itself. Whoever said it I pray that they did not see their own faith that way.
