That's not at all characteristic of the so called "new perspective on Paul"... at least not any that I'm familiar with... i.e. Dunn, Wright...

My first thought was the Catechism of the Catholic Church, but I doubt they would use the term "ordinances" instead of sacraments.

So I think it is something out of the LDS.
