I think it's someone in the Roman Church.
We need to appreciate Vatican City and the illustrious history the papacy owns in contributing to taking over the world in/for all the wrong ways and reasons.

It also could be one of the TBN guys, as a way to drum up money that they need to take over the world. (Which they enjoy pocketing for themselves.)
Postmillennialism teaches that Christians will take over cities, states, countries and the world for Jesus. They also teach that things will get better and better until Jesus comes. Which, obviously, is false doctrine.
